C&I ESS Import Documentation Checklist: UN38.3, MSDS and Customs Files

A C&I ESS import documentation checklist should make one shipment easy to identify, classify, clear, receive and hand over. The file pack is not only a customs form. It connects the purchase order, battery model, dangerous-goods evidence, packaging, transport booking, consignee data, receiving inspection and warranty records. If one file uses a different model name, quantity, UN classification or consignee, the broker may need to stop and reconcile the shipment before release.

This guide is written for C&I energy storage buyers, importers, EPC teams, distributors and customs brokers. It focuses on document ownership and cross-checks rather than promising a universal tariff code or a single country rule. Confirm the current requirements with the destination customs authority, carrier and qualified dangerous-goods adviser before booking transport.

What the file pack must answer

A good C&I ESS import documentation checklist answers five practical questions. What exactly was sold? How is the battery classified for transport? Was it packed, marked and declared correctly? Who is responsible for import clearance? What evidence will prove the shipment arrived in the expected condition?

Start with one controlled shipment index. Give every file a revision, issue date, supplier, buyer, project reference and matching model or serial range. The index does not replace the original documents; it makes missing or conflicting records visible before loading. Keep a read-only copy of the approved pack and record later corrections as a new revision instead of silently replacing a file.

Start with commercial and product identity files

The commercial layer should match the equipment layer. The purchase order, sales contract, pro forma invoice and commercial invoice should use the same product description, quantity, unit price, currency, Incoterm, consignee and destination. Avoid vague descriptions such as “battery goods” when the broker needs to understand whether the shipment contains cells, modules, racks, cabinets, a PCS, spare parts or a complete system.

Purchase order and pro forma invoice

Record the buyer’s legal name, seller’s legal name, ship-to address, bill-to address, payment terms, Incoterm and project reference. Include the battery chemistry only when it is supported by the product documentation. If the order contains a battery cabinet, PCS, HVAC, fire-safety equipment or loose accessories, list the major line items separately so the packing list and customs entry can be reconciled.

Model, serial and classification

Use the exact model designation from the approved datasheet and label artwork. Keep a serial-number or pallet-number range when the final serial list is not available at quotation stage, then replace the range with the final list before dispatch. Do not invent a battery capacity, voltage, HS code or dangerous-goods classification to make two files look consistent. A mismatch should be escalated to the supplier and broker for a documented correction.

UN38.3 evidence and test report

For lithium battery transport, ask for the applicable UN38.3 test summary or other transport evidence required by the carrier and destination. The document should identify the tested battery type or configuration and be traceable to the shipped product. If the shipment combines battery modules, racks and a power-conversion system, confirm which part the test evidence covers and whether the carrier needs additional declarations for the assembled equipment.

Check the revision date, manufacturer identity, model family, test-summary reference and any stated conditions. Do not assume that a certificate for a cell automatically covers a finished cabinet. Keep the approved test summary with the SDS, packing instruction, label artwork and carrier declaration so the broker can see the relationship between the evidence and the shipment.

SDS/MSDS and dangerous-goods information

An SDS or MSDS should describe the material and hazards in a way that matches the shipped product. It is not a substitute for UN38.3 evidence, and it does not by itself determine every carrier requirement. Check the product name, battery chemistry, emergency information, handling advice, transport section, manufacturer contact and revision date. If the SDS is for a raw electrolyte or a cell while the shipment is a finished battery cabinet, ask for clarification before booking.

What the SDS must match

Compare the SDS with the label, packing list and commercial invoice. Confirm that the number of packages, net and gross weights, battery configuration, state of charge information when required, and transport description can be reconciled. Keep a translation only when it is prepared or approved by a qualified party; do not edit a safety document locally just to fit a template.

For air transport, check the current carrier and dangerous-goods instructions. IATA publishes lithium-battery guidance for air cargo, but the carrier may impose additional acceptance rules. Use the official IATA lithium-battery guidance as a starting reference and confirm the actual booking requirements with the carrier.

Packaging, marks and labels

The packing list should identify package numbers, dimensions, gross and net weight, pallet or crate contents and handling marks. Photograph the label and package condition before loading when the project risk justifies it. For a cabinet or containerized system, record whether batteries, PCS components, HVAC parts, fire equipment and spare parts are packed together or separately.

Check that the package marks are legible and agree with the dangerous-goods declaration and invoice. Do not cover a required label with a warehouse sticker. If the carrier requests a specific packing instruction, retain the approved packing design and the supplier’s packing confirmation in the shipment folder.

Freight booking and customs files

Build a booking pack that includes the carrier booking confirmation, shipping instruction, bill-of-lading or air-waybill draft, commercial invoice, packing list, origin information and any required declaration. Before the document is finalized, compare the number of packages, weights, marks, container number, seal number, shipper, consignee and notify party across every file.

Air, sea and multimodal differences

Transport mode changes the practical document sequence and carrier acceptance process. Sea freight may require container, VGM, seal and port documents; air freight may require earlier dangerous-goods review and tighter package or state-of-charge conditions. Multimodal shipments need a clear handoff record so the second carrier receives the same approved data rather than a retyped description.

For air-cargo safety questions, use the current official references and the broker’s written advice. The FAA lithium-battery safety guidance can help explain the transport context, but it is not a replacement for a shipment-specific carrier review or local customs advice.

Importer, consignee and broker data

Ask the importer to provide the legal entity name, registered address, tax or customs identifier, broker authorization and contact for delivery. Confirm who will act as importer of record under the selected Incoterm. A freight forwarder, delivery contact and customs broker may be different parties; list each role explicitly.

For a new market, check whether batteries or complete ESS cabinets need product registration, energy-label information, local electrical documentation or special fire-safety submissions. Arrival, receiving and damage records

Import documentation is not complete when the container clears customs. At arrival, record the container or vehicle number, seal condition, package count, visible damage, moisture, impact marks and temperature or alarm evidence when relevant. Photograph labels before unloading and reconcile serials or pallet numbers with the approved packing list.

Use a controlled discrepancy log for shortages, damaged crates, missing labels or a changed serial number. Notify the supplier, carrier, insurer and broker through the agreed process, and preserve the original photographs and delivery receipt. The receiving record should connect to commissioning and handover, not sit in a separate folder that the warranty team cannot find.

Common gaps that delay release

The most common problem is not a missing document but a contradiction. The invoice may show one model, the packing list another, and the SDS a third description. Other delays come from an unsigned declaration, an unreadable label, a package count that excludes spare parts, a consignee name that does not match the customs registration, or a test summary that covers a different battery configuration.

Use a pre-dispatch review with the supplier, forwarder, importer and broker. Freeze the approved pack before loading. If a correction is needed after loading, record who approved it, which files changed, and whether the carrier or customs broker needs a new submission. Never overwrite the previous revision without a trace.

Build an auditable handover pack

After clearance and delivery, merge the customs and receiving evidence with the technical handover folder. The complete project record should connect the shipment reference to the FAT or quality evidence, installation photos, commissioning record, BMS settings, warranty terms and service contacts. What to archive for warranty

Keep the final invoice, packing list, serial list, delivery receipt, damage photographs, installation sign-off, commissioning values, BMS alarm history and agreed warranty start date. If a later claim concerns a damaged module or missing accessory, these records show whether the issue was present at dispatch, occurred in transit or appeared during installation.
